Administrative Order 360
Alaska’s Regulatory Reform Initiative
On August 4, 2025, Governor Mike Dunleavy issued Administrative Order 360 (AO 360) to improve the quality, transparency, and efficiency of Alaska’s regulatory environment by requiring a 25 percent reduction in regulatory burdens by 2027. The Order applies to all executive branch agencies, including departments, boards, commissions, and public corporations. The Alaska Commission on Postsecondary Education (ACPE) and the Alaska Student Loan Corporation (ASLC) hold statutory authority to adopt regulations under the Administrative Procedures Act; therefore, each entity must comply with requirements under the regulatory reform initiative.
Implementation of AO 360 is already underway. The ACPE and the ASLC have begun compiling guidance documents and calculating the baseline regulatory requirements from which reductions will be measured. ACPE and ASLC are encouraging stakeholder and public participation in the regulatory reform process to collect ideas, suggestions, and input on which regulations should be prioritized for reform before proposing any changes in Title 20, Chapters 14 through 19.
