The Alaska Commission on Postsecondary Education proposes to change regulations relating to the Alaska state financial aid programs and to the authorization of postsecondary institutions operating in Alaska.

The Alaska Commission on Postsecondary Education (ACPE) proposes to adopt regulation changes in Title 20 Chapters 15, 16 and 17 of the Alaska Administrative Code dealing with regulation of the Alaska state financial aid programs and postsecondary institutions (AS 14.43 and 14.48), including the following:

  • Revise loan deferment eligibility (15.195);
  • Set loan award maximums based on enrollment status: on-time, full-time, half-time (15.935);
  • Set out allowable uses of half-time loan awards (15.935);
  • Clarify that post-enrollment grace period is up to six months (15.745);
  • Clarify that borrower or cosigner who previously defaulted may be eligible for a new loan based on voluntary repayment of defaulted loan (15.970);
  • Consolidate and clarify regulations related to general ASEL and FEL provisions (throughout Chapter 15);
  • Rename the Alaska Education Grant pursuant to SB 195 (throughout Chapter 16);
  • Modify grant eligibility (16.010, 16.030);
  • Revise grant applicant prioritization criteria (16.020);
  • Repeal reference to federal LEAP funding (16.021);
  • Clarify grant application procedure (16.030);
  • Revise award amounts and computation of financial need (16.034 and 16.037);

NOTICE OF REQUEST FOR PROPOSAL OF THE ALASKA COMMISSION ON POSTSECONDARY EDUCATION

 

RFP 2015-0500-2693 Grant and Scholarship Servicing System

The Alaska Commission on Postsecondary Education (ACPE) is soliciting proposals for a contractor with the appropriate experience and skills to develop and implement a grant and scholarship servicing system. The system will house confidential student data from multiple sources for the purpose of awarding State grant and scholarships to eligible recipients.

Recent legislation provides for significant changes to the Alaska Education Grant (AEG), the requirements for which have not yet been fully identified, but which are expected to result in a full program redesign. To implement the changes, ACPE is seeking to purchase a new grant and scholarship servicing system to service the grant and the state’s existing Alaska Performance Scholarship (APS). More information about the Alaska Education Grant can be found at acpe.alaska.gov/STUDENT-PARENT/Grants_Scholarships/Alaska_Education_Grant and the Alaska Performance Scholarship information can be found at aps.alaska.gov.

The successful offeror will be tasked with developing the software for ACPE to service the both the AEG and APS, including selection of the recipient, awarding of funds, and tracking of continuing eligibility; and for postsecondary schools and individual students to manage their grant and scholarship awards. Proposals must be received no later than 1:30 P.M., Alaska Time on August 14, 2014. Electronically submitted proposals are acceptable but not encouraged. Oral proposals are not acceptable. An Offeror’s failure to submit their proposal prior to the deadline will cause the proposal to be disqualified. Late proposals or amendments will not be opened or accepted for evaluation.

  • set out how Alaska institutions delivering distance education in other states can participate, and establish ACPE as the state W-SARA approving agency;

This notice is sent to notify potential offerors that Juneau, Alaska has recently been experiencing heavy fog conditions. RFP 2014-0500-2348 ANSWERS SLDS Development and Implementation Services

The Alaska Commission on Postsecondary Education (ACPE) is soliciting proposals for technical resources to develop and implement ANSWERS.  ACPE is issuing this RFP on behalf of the ANSWERS team which is a collaboration of four partner organizations: ACPE, the University of Alaska (UA), the Alaska Department of Education and Early Development (EED), and the Alaska Department of Labor and Workforce Development (DOLWD).  

The purpose of this RFP is to solicit proposals for a contractor with the appropriate experience and skills to provide technical resources to develop and implement a P-20W (early learning through the workforce) Statewide Longitudinal Data System (named the Alaska Navigator: Statewide Workforce and Education-Related Statistics or ANSWERS) that incorporates confidential data from multiple state agencies for the purpose of supporting education and workforce policy research and decision-making.

The following roles have been determined by the ANSWERS team based upon the tasks which will have to be completed in order to successfully develop, deploy, and test the core components of the ANSWERS system as defined by the State of Alaska:  Lead Developer, SQL Development, .Net Development, Database Architect, and System Report Writer.  The team of technical developers will be responsible to develop, implement, and test the database systems and applications that will house the processing modules necessary to securely receive and validate data from multiple data sources in a variety of file formats, match these data against previously received data to assign or create a unique identifier, transform that data to meet required business and security requirements, and ultimately load the data into the ANSWERS data warehouse. The contract will be for approximately a 12 month period beginning in March 2014 with an estimated total of 7,040 hours for all roles. The contractor’s technical resources will work remotely for the majority of the contact and will work onsite in Juneau and Anchorage during critical times as needed.

Proposals must be received no later than 2:00 P.M., Alaska Time on February 3, 2014. Electronically submitted proposals are acceptable but not encouraged. Oral proposals are not acceptable. An Offeror’s failure to submit their proposal prior to the deadline will cause the proposal to be disqualified. Late proposals or amendments will not be opened or accepted for evaluation.

The primary purpose of this position is to provide business analysis services for various project deliverables related to developing and implementing ANSWERS, Alaska’s P-20W statewide longitudinal data system (SLDS).  ANSWERS is a collaborative effort of the Alaska Commission on Postsecondary Education, the University of Alaska, Alaska Department of Education & Early Development, and Alaska Department of Labor and Workforce Development.  In 2012, the State of Alaska, Department of Education & Early Development, received a three-year, $4 million federal grant to develop ANSWERS.  ANSWERS is not a new data collection; rather, it links existing data collections to provide information about what happens to various student cohorts and sub-groups as they move through the education continuum and into the workforce.  ANSWERS will link K-12 and postsecondary education data with career training and workforce information to illuminate and enhance the work of education and training practitioners and policymakers, as well as informing the public.  ANSWERS products and reports will improve Alaska’s capacity to analyze education and workforce outcomes and projections, identify gaps in available training and participation compared to state needs, and support economic development plans.

The contractor providing business analysis services will be required to provide project documentation, technical meeting notes, detailed recommendations documents, training documents; facilitate technical meetings; conduct research on technical options and make recommendations specific to Alaska’s goals and needs, produce research reports and conduct presentations based on project needs.  The contract will be for approximately a 10 month period (1680 hours).  Anticipated work effort is 30 hours per week with some flexibility dependent on project needs. The work is to be performed in Juneau at a minimum of 4 business days per month, while the remainder of work can be done at the Offeror’s primary location.

REQUEST FOR INFORMATION (RFI): STATEWIDE LONGITUDINAL DATA SYSTEMS (SLDS) SERVICES

The Alaska Commission on Postsecondary Education (ACPE) is posting this a Request for Information to solicit responses that will provide ACPE and its partnering agencies with information about options available to secure contractual support for the design and creation of a P-20W SLDS that meets Alaska’s goals and needs. The intent of this RFI is to obtain enough information to issue a Request for Proposal (RFP) to contract with a vendor or vendors to supply all or part of the services and products required, including those for the implementation and deployment of the SLDS, match, transferring and integrating data from partnering agencies into the SLDS, reporting and research services, infrastructure, training, deployment and governance support.

If you would be willing to provide us with assistance and insights as we move forward with this project, we would welcome your responses.  Also, if you work collaboratively with other vendors who might be able to provide assistance, please feel free to forward this information to them as well.

You may choose to respond to the RFI by completing one of the attached response templates (in document or Excel form) or by developing your own response template.

The $4 million grant is a Statewide Longitudinal Data Systems (SLDS) grant from the Institute of Education Sciences, a research arm of U.S. Department of Education.  It is a three-year award, through June 30, 2015 with a total estimated cost of $5.67 million, funded 70% by the federal grant and 30%($1.67 million) by in-kind project contributions.

ACPE NOTICE OF FILING AND EFFECTIVE DATE

Regulations were adopted July 29, 2011, that revise regulations of the Alaska education loan programs and postsecondary education institutions, including eligibility for grant award, institution eligibility for grant program, disbursement of grant awards, criteria for institutional authorization exemption, clarification of application process for grant program, clarification of disclosure requirements of institutions, and to make general housekeeping and conforming changes.

This action is not expected to require an increased appropriation.

Although no public comments were received, the Alaska Commission on Postsecondary Education paid special attention to the cost to private persons of the regulatory action being taken.

The regulation changes described in this notice take effect October 3, 2011, and will be published in Register 200, January 2012.
