NOTICE OF PUBLIC MEETING OF THE ALASKA COMMISSION ON POSTSECONDARY EDUCATION

NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE ALASKA COMMISSION ON POSTSECONDARY EDUCATION

The Alaska Commission on Postsecondary Education proposes to change regulations relating to the Alaska performance scholarship 

The Alaska Commission on Postsecondary Education proposes to adopt regulation changes in Title 20 Chapter 16 of the Alaska Administrative Code dealing with regulations of the Alaska performance scholarship program (AS 14.43), including the following:

  • implement AS 14.43.830, qualified postsecondary institutions for the purpose of awarding an Alaska performance scholarship, and;
  • make general housekeeping and conforming changes.

You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to the Executive Director of the Alaska Commission on Postsecondary Education, P. O.

NOTICE OF REQUEST FOR PROPOSAL OF ALASKA STUDENT LOAN CORPORATION

 

The Alaska Student Loan Corporation is seeking proposals from firms qualified to perform arbitrage related consulting services.

 

Issue Date 01/15/2013.

 

Offerors must submit four copies of their proposal, in writing, to the procurement officer in a sealed envelope. Deadline for receipt of Proposals:  February 14,th 2013 @ 2:00 P.M., Alaska Time. BRIEF DESCRIPTION: The Alaska Commission on Postsecondary Education proposes to change regulations relating to Alaska state financial aid programs.

The Alaska Commission on Postsecondary Education proposes to adopt regulation changes in Title 20, Chapter 16 of the Alaska Administrative Code dealing with regulations of the Alaska state financial aid programs (AS 14.43), including the following:

 

 

  • repeal reference to de-funded federal Leveraging Educational Assistance Partnership (LEAP) program (20 AAC 16.034; 20 AAC 16.037; and 20 AAC 16.900)
  • conforming changes removing references to LEAP program (20 AAC 16.030; and 20 AAC 16.034);
  • amend to clarify computation of grant amounts (20 AAC 16.037);
  • clarify grant disbursements (20 AAC 16.040);
  • add a subsection to provide for an extended application period for the Alaska Performance Scholarship (20 AAC 16.215);
  • clarify award disbursements (20 AAC 16.225); and
  • make general housekeeping and conforming changes.

    REQUEST FOR INFORMATION (RFI): STATEWIDE LONGITUDINAL DATA SYSTEMS (SLDS) SERVICES

     

     

     

     

     

     

     

    The Alaska Commission on Postsecondary Education (ACPE) is posting this a Request for Information to solicit responses that will provide ACPE and its partnering agencies with information about options available to secure contractual support for the design and creation of a P-20W SLDS that meets Alaska’s goals and needs. The intent of this RFI is to obtain enough information to issue a Request for Proposal (RFP) to contract with a vendor or vendors to supply all or part of the services and products required, including those for the implementation and deployment of the SLDS, match, transferring and integrating data from partnering agencies into the SLDS, reporting and research services, infrastructure, training, deployment and governance support.

     

     

     

     

     

     

     

    If you would be willing to provide us with assistance and insights as we move forward with this project, we would welcome your responses.  Also, if you work collaboratively with other vendors who might be able to provide assistance, please feel free to forward this information to them as well.

    ACPE NOTICE OF FILING AND EFFECTIVE DATE

    Regulations were adopted July 29, 2011, that revise regulations of the Alaska education loan programs and postsecondary education institutions, including eligibility for grant award, institution eligibility for grant program, disbursement of grant awards, criteria for institutional authorization exemption, clarification of application process for grant program, clarification of disclosure requirements of institutions, and to make general housekeeping and conforming changes.

    This action is not expected to require an increased appropriation.

    Although no public comments were received, the Alaska Commission on Postsecondary Education paid special attention to the cost to private persons of the regulatory action being taken.

    The regulation changes described in this notice take effect October 3, 2011, and will be published in Register 200, January 2012.
